  • Ms Stéphanie Obertin

    Stéphanie Obertin, born in 1969, graduated with a degree in mathematics from Lycée Michel Rodange before pursuing a career in medicine. She obtained her Doctor of Medicine degree in 2006, specializing in general medicine.

    In November 2023, following the legislative elections, she was appointed Minister of Digitalization and Minister of Research and Higher Education in the coalition government. Prior to her ministerial role, Obertin practiced as a general practitioner and engaged in various medical activities, including specialization in oncology-hematology and emergency medicine. She has also been actively involved in medical education and holds diplomas in Sports Medicine and Traumatology, as well as in antibiotic therapy. From 2010 to 2022, she served on the board of directors of the circle of general practitioners, including a term as president from May 2019 to December 2022.

  • Mr Jean-Jacques Rommes

    As a lawyer by education, Jean-Jacques Rommes worked as a legal counsel for a major bank, then for the Luxembourg Bankers' Association (ABBL), where he then served as Chief Executive Officer from 2005 to 2014. From 2014 until 2018, he was the Managing Director and Chair of the Executive Committee of the employers’ umbrella organization UEL.

    He also chaired the Economic and Social Council from 2019 to 2021. Currently, he is the Secretary General of the Section des Sciences morales et politiques of the Institut grand-ducal. He chairs the scientific Committee of the think tank IDEA and he is a member of the National Council of Justice as well as a member of the National Ethics Commission of Luxembourg.

    In this last capacity he has been directly involved in defining the ethical challenges posed by artificial intelligence.

  • Dr Marc Wilhelm Küster (OP)

    Dr Marc Wilhelm Küster, holds the equivalent of master's degrees in physics as well as philology and history, and a doctorate in modern philology. With experience at Tübingen's Computing Centre and co-founding Saphor GmbH, he became a professor at the University of Applied Sciences Worms.

    Joining the Publication Office of the European Union (OP) in 2008, Marc led the development of the Cellar repository and co-founded the European Legislation Identifier (ELI). In 2017, he moved to the EC’s DG for culture and education, heading the Youth Communities Management and Support sector, overseeing DiscoverEU, the European Youth Portal, and the ESC Portal. Since 2024 he is Head of Unit of OP.D.4 “Interinstitutional Relations, Innovation, Programming, and Compliance” and also responsible for OP’s AI-focused Community of Practice.

  • Dr David Reichel (EUFR)

    Dr David Reichel is a Project Manager at the European Union Agency for Fundamental Rights (FRA). He works in the Data & Digital Sector, and is responsible for managing FRA's work on artificial intelligence and on online content moderation. This work resulted in several report, including the reports Getting the future right and Bias in algorithms as well as on Online content moderation.

    Prior to joining FRA in 2014, he worked for the research department of the International Centre for Migration Policy Development (ICMPD). He has been teaching for several years at the University of Vienna and other universities. He has published numerous articles, working papers and book chapters on issues related to migration statistics, citizenship and human rights.

  • Rick Serrano

    Rick Serrano is an international public speaker, a philosopher, and an executive coach. He works as Head of Knowledge Management & Coaching at Generali Employee Benefits in Luxembourg. Rick is an MBA from the Harvard Business School and a certified coach by the University of Cambridge. Rick coaches people in various countries in Europe and the Americas. He has more than 15 years of studies in Philosophy at various universities. He is currently finishing the Artificial Intelligence certificate granted by Oxford University.

    Rick is the author of the book "Next Destination, go" and of the book "Artificial Intelligence: the need for a human-centric approach." He is also the creator of "The Luxembourg Model of Innovation" as well as "The Picky Picky Cherry Picking Theory". Rick sits on the Board of the "International Kunstverein Luxembourg" and that of the organization "Amis de l'Université du Luxembourg". Rick has always been an active painter, having exhibited in various cities in Europe; he is the creator of the art exhibition "The Limits of our World" which gravitates around the works of Ludwig Wittgenstein, and also of the exhibition "Pasión Espanola" which is built around the world of flamenco dancing. Rick lives with his wife Begona and their four children, in Luxembourg.

  • Damijan Fiser

    Damijan has obtained his BA and MA in the literatures in English from the Faculty of Arts Ljubljana, Slovenia. He has been an EU civil servant since 2005, having joined the ECA soon after Slovenia joined the EU.

    He initially worked as a translator and also accompanied the auditors on their audits in Slovenia. Since 2010, he has worked in communication and subsequently in press relations. In 2021, he was seconded to the Permanent Representation of Slovenia to the EU, where he was the PR lead and spokesperson for the Slovenian Presidency of the Council of the EU, in charge of the COREPER II brief. As a senior communication officer, Damijan is currently the deputy spokesperson at the ECA. He is also active as an EU staff ambassador, promoting careers in EU institutions to the youth.

  • Mr Bérenger Lefebvre

    Mr Bérenger Lefebvre, who holds a master’s degree from the Panthéon-Assas University, is an administrator at the Research and Documentation Department of the Court of Justice of the European Union, where he previously worked as a lawyer-linguist and as administrator at the Registry.

    From 2021 to 2023, he worked as a policy officer within the Rule of Law unit of DG Justice at the European Commission, focusing on rule of law, democracy and human rights.

  • Dr Andrea Martens (EIB)

    Presentation title: “Leveraging AI to Combat Climate Change”

    Andrea is a Senior Economist in the Economics Department of the European Investment Bank (EIB) and is affiliated with the AI for Innovation Lab. She holds an Advanced Master's degree in Artificial Intelligence, with a concentration in engineering and computer science, from KU Leuven, along with a Master's degree in Economics and a Ph.D. in Business and Public Policy from the University of California, Berkeley. Andrea’s professional background includes serving as a Professor of Business and Economics at the University of Illinois at Urbana-Champaign, working in the European Commission’s Chief Economist Team, and acting as a management consultant at McKinsey in South America. She is also the founder of the AI for EIB Community, a vibrant network of over 800 members, comprising both experts and enthusiasts in the field.

  • Spyros Sarigiannidis (EC-DIGIT)

    Spyros has more than 20 years of professional experience in the domain of public administrations. He joined the Directorate General for Digital Services (DIGIT) of the European Commission in 2007 and since then he has had several distinct roles in the areas of financial rights information systems, IT security policy, and cybersecurity operations.

    In 2023 Spyros has been appointed head of ‘DIGIT B.1 – Data, Artificial Intelligence and Web’ unit, providing digital enablers for the transformation of the European Commission and of its ICT domain, and fostering the innovation at corporate level through the management of the digital innovation policy framework. His key priorities include the implementation of the AI@EC strategy, the delivery of digital services in the areas of data and artificial intelligence, and the overall evolution of the service offering of DIGIT B.1 to contribute to the creation of a single digital government mindset, to the rethinking of policymaking, and to the optimisation of business and administrative processes in European Commission.

  • Kai Zenner (EP)

    Kai Zenner Kai Zenner is Head of Office and Digital Policy Adviser for MEP Axel Voss (European People’s Party Group) in the European Parliament. Describing himself as a digital enthusiast, he focuses on AI, privacy and the EU’s digital transition. Currently, he is involved in the political negotiations on the AI Act, AI liability directive, eprivacy Regulation and GDPR revision. In his individual capacity, he is pushing for reforms within the European Parliament and for bringing back the Better Regulation agenda to EU policymaking.

    Mr Zenner graduated in political science (M.Sc. at University of Edinburgh, B.A. at University of Bremen) and in law (State Exam at University of Munster). Before moving to the European Parliament, he worked as research associate at the European office of the Konrad Adenauer Foundation in Brussels.

  • Josselin Hebert

    Josselin Hebert is the Senior Digital Innovation Officer in the Chief Financial Officer Department at the European Stability Mechanism (ESM).

    He designed and implements the digital innovation strategy of the ESM, exploring how recent technologies may improve the ESM’s work and prepare it for the future. These technologies include artificial intelligence, blockchain, natural language understanding, natural language generation, and automation.

    Prior to that, Mr Hebert focused on digital innovation in retail and commercial banking in the private sector.

    Mr Hebert holds an MSc in Engineering from Ecole CentraleSupelec, and the ICMA Fixed Income Certificate. He also holds a Lean Six Sigma practitioner and an UX-PM level 2 certificates.

  • Cristian Brasoveanu (EC-DGT)

    Cristian Brasoveanu is a member of the eTranslation and AI language services team at the European Commission’s Directorate-General for Translation (DGT) in Luxembourg.

    Among other roles, he is the project manager for new supercomputing projects that use EuroHPC infrastructure in Luxembourg (LuxProvide – MeluXina supercomputer) to build EU institutional large language models trained under the full control of the European Commission. He also coordinates other projects and initiatives, including the new eBriefing service based on generative AI and the AI@EC Network (the European Commission’s corporate AI community for both business users and technical experts). In the past he worked as a policy and programme officer, including on AI policy and projects at DG CONNECT in Luxembourg, and before that as a translator in the English Language Department of DG Translation.

  • Dr Ioanna Topa (ECA)

    Dr Ioanna Topa has obtained a diploma in Information and Communication Systems’ Engineering from the University of the Aegean and has gained a master's degree in Information Systems’ Security (University of the Aegean, Greece and University of Bristol, UK). She has obtained a PhD in information systems’ security from the University of the Aegean. She has worked as a trainee at the Cybersecurity Department of the European Parliament, as an IT auditor in EY and as an information security management analyst at the cyber security department of SES Satellites in Luxembourg.

    Currently, she is working as an IT Auditor at the European Court of Auditors and has participated in IT and cybersecurity audits. Ioanna has gained a professional certification CISM (Certified Information Security Manager). She is also a researcher in information systems security and has presented one of her papers at the HICSS Conference in Maui (January 2023), which was nominated for the best paper award. She has participated in events and talks about AI and cybersecurity, including a recent event organised by Legal Hackers and Luxembourg House of Cybersecurity.

  • Ioannis Hartoutsios (ECA)

    Ioannis is a Senior IT Auditor at the ECA. He is currently responsible for the development and organisation of the IT audit team at the ECA and for coordinating the IT audit work. He has been involved in defining the IT audit approach and for integrating IT audit with existing audit processes and methodology. He has been involved in the preparation of the IT Audit training curriculum and for delivering IT audit training courses to ECA auditors. Ioannis has extensive experience in auditing and consulting.

    Previously he worked as an auditor at the Supreme Audit Institution (SAI) of Cyprus where he has participated in several audits in both an IT auditor and non-IT auditor capacity. Before joining the audit profession, Ioannis’s worked an IT consultant in in large-scale system implementations in the banking and capital markets sectors across Europe. He holds a BSc in Computer Science and a MSc in Advanced Computer Science with ICT Management from the University of Manchester with a specialty in Artificial Intelligence (AI). He is a member of ISACA Luxembourg chapter and holds the CISA and CRISC professional qualifications. During the past year Ioannis was involved in preparation of an AI audit programme as a member of the ISACA Luxembourg AI working group.

  • Mr Juha Heikkila

    Juha Heikkila is Adviser for Artificial Intelligence in the European AI Office in the European Commission. He is developing the international dimension of the European Union AI strategy at the Commission and is engaged in both bilateral and multilateral international work.

    He has long been involved in developing the EU Artificial Intelligence and Robotics activities, previously leading a unit which was instrumental in developing the AI strategy published in 2018, the subsequent Coordinated Plan on AI, the ecosystem of excellence of the White Paper on AI, and engaging with the High-Level Expert Group on AI. He also oversaw a major funding programme on Robotics and AI, including the €700m Public-Private Partnership in Robotics, and he was leading the setting up the Public-Private Partnership in AI, Data and Robotics, which started in 2021. Juha Heikkilä holds a PhD in Linguistics from the University of Cambridge.

  • Kelly Xintara (Chamber of Commerce)

    Ms. Xintara is a lawyer specialized in European Law, with a focus on artificial intelligence. She is currently working as a legal advisor at the Luxembourg Chamber of Commerce, where she follows all legislative initiatives in the broader field of AI.

    Ms. Xintara holds two master’s degrees, one from the University of Athens and one from the College of Europe in Bruges. Additionally, she has completed a course on Artificial Intelligence and its Implications for Business Strategy, held by MIT. Before joining the Luxembourg Chamber of Commerce, she worked as a law clerk (référendaire) at the Court of Justice of the European Union and as a lawyer. Currently, Ms. Xintara coordinates “Ready4AI”, a series of conferences and events on several aspects of AI that are of interest to companies based in Luxembourg, and she also publishes articles in the field.

  • Mr Pieterjan Montens

    Pieterjan Montens Pieterjan Montens is EUR-Lex Project Manager at the Publications Office of the European Union. After studying law at ULiège, he embarked on a technical career by joining the IT department of the Belgian Council of State, where he contributed to the development and improvement of its digital services.

    He then worked in the world of innovation and start-ups, first in the Big Data & AI sectors in Belgium and then in the digital transformation of the public service in Paris, France (beta.gouv.fr), where he obtained, in parallel, the title of expert in digital transformation at HETIC. He also co-founded the OpenJustice.be association and worked for the Court of Justice of the EU, dealing with knowledge management and data governance, before joining the EUR-Lex teams at the Publications Office, in Luxembourg.

  • Dr Stamatis Kalogirou (ECA)

    Dr Stamatis Kalogirou currently leads the Data Science and Analytics service offering at the European Court of Auditors (ECA). He is also responsible for the Data Science and AI upskilling at the ECA organising the curriculum and delivering professional training. Stamatis is an Adjunct Lecturer at the University of Luxembourg teaching GeoAI at the Master in Geography and Spatial Planning. He has a PhD in Statistical Analysis and Modelling (GeoSpatial Analytics), an M.Sc. in Geographical Information Systems and an Informatics Degree (Computer Science).

    He has twenty five years of professional experience in data science and analytics, machine learning and AI, data management, computer and statistical programming, academic teaching and scientific research. He has participated in several EU and nationally funded projects, led IT and data projects, and organised numerous workshops and conferences (national and international). His domains of interest are interdisciplinary and include ICT and Programming; Statistics and Geostatistics; Algorithm and Model Design; Data Cleaning and Quality Control; Data Validation; Advanced Data Analytics; Information Security; Artificial Intelligence (including its ethical use), GeoAI; Migration; Epidemiology; Health; Population Ageing; Demography; Regional Inequalities and Deprivation; Accessibility; Environmental issues; and others. He is the author of more than 150 publications and conference presentations.     David Newton is an EU lawyer with a keen interest in the promise of artificial intelligence, and some concerns about its potential misuse. A dual-qualified solicitor and barrister admitted to the bar of England and Wales, he formerly worked as a référendaire at the Court of Justice of the European Union, not least for Christopher Vajda KC, the last British judge at the Court of Justice. He currently works as a lawyer in the Legal Service of the European Court of Auditors, where his practice encompasses institutional, budgetary and regulatory law matters.

  • Joris Plingers (Court of Justice)

    After completing law studies at the University of Leuven Joris Plingerts joined the General Court’s registry where he was responsible for following up pending cases and the coordination of working methods. He also handled all matters related to the General Court’s archives and software applications specific to the Registry, including the implementation of an electronic exchange system for procedural documents and the digitisation of case files and workflows.

    He then transitioned to the data protection officer’s office at the Court of Justice of the European Union. In 2019, he is appointed as the data protection Officer. His role involves ensuring compliance with data protection regulations and safeguarding the confidentiality of personal information within the administrative services of the institution.

  • Mr Jorg Kristijan Petrovič

    Jorg Kristijan Petrovič, born in 1969 in Ljubljana, graduated from the University of Ljubljana's Faculty of Economics in 1996 with a focus on Money and Finance. He furthered his education with a Master's degree in Accounting and Auditing in 2004 from the same institution.

    Beginning his career as an Assistant Auditor at the Court of Audit of the Republic of Slovenia in 1996, he later served as an Adviser to the Mayor of the Municipality of Trzin in Finance and Budget from 1999 to 2004. Petrovič was appointed Supreme State Auditor of the Court of Audit in November 2004, overseeing local self-government auditing until March 2006, when he transitioned to auditing the state budget, political parties, and election campaigns. With international experience from Supreme Audit Institutions in the UK and Germany, Petrovič also contributed to various expert working groups. Fluent in English and German, he was elected First Deputy President of the Court of Audit of the Republic of Slovenia in February 2013, with a nine-year term.

    Since 2021, Petrovič has served as a member of the European Court of Auditors.

  • Mr Alfredo Calot

    Alfredo Calot Escobar is a distinguished Spanish jurist who has served in various roles within the institutions of the European Union. Since October 2010, he has been the Registrar of the Court of Justice of the European Union (CJEU) and the Secretary-General of the institution.

    A Law graduate from the University of Valencia, Calot Escobar's career spans several key positions, including jurist-linguist and administrator roles at the CJEU and the European Parliament. His extensive experience and contributions to the EU judicial system are reflected in his leadership roles, such as presiding over the College of Heads of Administration of EU Institutions. In 2021, his mandate as Registrar was renewed until 2028.

    Zacharias Kolias is the Secretary-General of the European Court of Auditors (ECA), role that he assumed on January 1, 2021, for a six-year term.

    With a diverse educational background, including a Master's in Business Administration from the University of Edinburgh and certifications from prominent institutions such as the Certified Internal Auditors (USA) and Chartered Institute of Management Accountants (UK), Kolias possesses a strong foundation in financial management and auditing.

    His professional journey includes significant roles within the ECA, where he served as Director of Finance and Support from 2012 to 2016 and Director of Human Resources, Finance, and General Services from 2016 to 2021. Prior to joining the ECA, Kolias gained experience in the private sector, notably as an Audit Manager at Ernst & Young in Athens, Greece, and an Audit Senior at Fraser & Russell Chartered Accountants in London. Kolias' leadership and expertise contribute to the ECA's commitment to excellence in auditing practices within the European Union.

  • Ms Anne Calteux

    Since September 2021, Anne Calteux has been the Representative of the European Commission in Luxembourg. Following her role as Head of European and International Affairs and Senior Advisor to the Minister of Health in Luxembourg, she manages political communication and strategic coordination for the European Commission in Luxembourg.

    A dedicated European, Ms. Calteux has held several leadership positions where she has exercised a high level of responsibility, notably in the COVID-19 crisis unit at the Ministry of Health. Holding a Master's degree in Comparative European Law from LLM, King's College London, Ms. Calteux was a lawyer at the Luxembourg Bar from 1999-2003. She represented Luxembourg in the areas of public health and social security at the EU from 2004 to 2013.

  • Prof Dr Jens Kreisel

    Prof. Jens Kreisel assumed the role of Rector at the University of Luxembourg on January 1, 2023. Born in 1969, he earned his PhD in materials physics from the Grenoble Institute of Technology in 1999, following studies in physics and materials sciences across Karlsruhe (Germany), Lyon, and Grenoble (France). With a distinguished career, including serving as Director of Research at CNRS in Grenoble until 2011, Prof. Kreisel possesses extensive international experience in academia and research.

    His contributions include founding the Materials Research and Technology department at the Luxembourg Institute of Science and Technology (LIST) in 2012, receiving the Luxembourg National Research Fund's Excellence Award for Research (PEARL) in 2013, and serving as vice-rector for research at the University of Luxembourg from September 2018. Prof. Kreisel's research focuses on functional materials, particularly in optical spectroscopy, and he is renowned for his interdisciplinary approach. As a passionate advocate for top-tier research and education, he aims to foster collaboration and excellence while maintaining strong ties with society. Prof. Kreisel, fluent in German, French, and English, brings a wealth of knowledge about Luxembourg's research landscape, having resided there with his family for over a decade.
