European Court of Auditors and Ministry of Finance Conference

Financial instruments are increasingly used to provide support from the European Union budget and national budgets through loans, guarantees and equity investments. Under certain conditions, they may represent a better way to spend public money as they offer two specific benefits: mobilizing additional private and public money to complement initial public funding and re-using the same funds over several cycles.
A high level conference about financial instruments, with regard to Europe and in particular Lithuania, is being organized by the Ministry of Finance of Lithuania and the European Court of Auditors. This conference will take place on the 26 January 2018 in Vilnius, Lithuania.
This conference will offer a platform for exchanges of views and ideas between high-level experts from the EU and Lithuanian institutions, practitioners and other public and private stakeholders. Also, it will provide stakeholders with the opportunity to learn more about the advantages, features and suitability of financial instruments in delivering the 2014-2020 European Structural and Investment Funds’ (ESI Funds) objectives with a specific focus on the thematic priorities of Lithuania.
Representatives from the European Court of Auditors, the European Commission, the European Investment Bank Group as well as regional and national experts will share their expertise and know-how on implementing financial instruments under ESI Funds in practice; how financial instruments can best be used to provide financial support from the EU and national budget; and explore the possibility of combining ESI Funds elements with the European Fund for Strategic Investments (EFSI) funds.
Full-day event aims to:
• Increase participant’s understanding of financial instruments;
• Exchange and discuss examples, advantages, features and suitability of financial instruments;
• Exchange views on the potential use of EFSI.
Audience
The event will be particularly useful for public authorities and private sector stakeholders dealing with financial instruments.
Language
The event language will be English and Lithuanian. Interpretation for both languages will be provided.
